Human-Governed Autonomy separates autonomy, a system capability, from authority, the legitimate permission to make or execute a consequential decision. A machine may possess advanced autonomy without unrestricted authority.

AI Can Accelerate Reasoning Without Becoming the Authority

AI may process sensor information, detect patterns, correlate reports, identify uncertainty, generate and simulate options, recommend assignments, predict conflicts, monitor policy, detect deviations, explain evidence, and identify escalation.

AI must not redefine the mission, expand permissions, suppress uncertainty, bypass controls, approve its own consequential action, treat silence as approval, gain authority from communications loss, conceal evidence, or operate beyond scope.
